Node selection only supports IPv4 addresses (EDM-21455)

The following commands only support IPv4 addresses as PKI DB Appliance node locators.

• clusterctl install --db-appliance-hosts <db-appliance-hosts>
• clusterctl database set appliance
• clusterctl upgrade

IPv6 addresses, hostnames, or qualified domain names (FQDNs) are not supported.
